Is this the same as hiring an ads agency?

No. An agency owns strategy, often holds the account and charges a percentage of spend. Which ad platforms do you cover?

Will the assistant change bids and budgets on their own?

Only within rules you set in writing, such as pausing a keyword above a CPA ceiling or capping daily spend. Anything outside the rules is flagged in the end-of-day report and waits for your approval. The first week on any account is read-only so you can see the reporting before any change is made.

Can you handle Amazon PPC?

Yes.
